At least 40% of the world's population does not have a precise birth time. Hospital recording and daylight savings time are inconsistent. Accuracy for natal delineation and forecasting is based on correct birth time. Planets applying within 1 degree of a major aspect to the natal angles, or angles applying within 1 degree of a major aspect to natal planets point to significant changes in the person's life. Rectification can derive a precise birth time.
